Internal App Builders With No Per-User Pricing (2026)
|
Quick answer An internal app builder with no per-user pricing charges in some other way. The common models are per builder, a flat monthly fee, usage based plans and a licence you buy by edition. None of them is free of limits. Retool, Appsmith and Power Apps charge per user. ToolJet charges per builder and caps end users. KodeFlex is licensed by edition with user and app limits. Pick the limit you'll hit last. |
Per user pricing sounds fair until you do the sum. Fifty people open an app twice a week and you pay for fifty seats. A hundred people and the bill doubles, even though the app didn't change.
That's why people search for an internal app builder with no per-user pricing. But a plan that doesn't charge per user has to charge for something. This guide shows what, and what each choice costs as your team grows.
Which internal app builder has no per-user pricing?
Several do, but each swaps the per user charge for another one. There are five models worth knowing.

What per user pricing really costs
To see why teams look away from per user plans, price one. Take a team of 100 people for a year. The Retool figure assumes 20 builders and 80 internal users. These are our own sums from published rates and exclude discounts and add-ons.
|
Tool |
Rate used |
Cost for 100 people for a year |
|---|---|---|
|
Retool Business, annual |
$50 per builder, $15 per internal user |
$26,400 |
|
Power Apps Premium |
$20 per user per month |
$24,000 |
|
Appsmith Enterprise |
From $2,500 a month for 100 users |
From $30,000 |
|
KodeFlex Professional, lifetime |
$2,499 once for 120 users and 50 apps |
$2,499 once |
|
KodeFlex Professional, annual |
$5,199, then $879 a year for support and updates |
$5,199 in year one |
These tools aren't equal. They differ in features and in how much work they do for you. The table shows pricing shape, not a verdict. For the Retool detail see our Retool pricing guide.
The cliff problem
Appsmith's Business plan is $15 per user a month for up to 99 users. That's $1,485 a month at 99 people. Add one more and you're on Enterprise from $2,500 a month. One extra colleague costs $1,015 a month more. Per user pricing often has a step like this, so ask where yours is.
How to compare flat, usage and licence pricing
Flat monthly plans
A flat fee is easy to budget. Read what it caps, such as records, apps or automations, and whether it's cloud only.
Usage based plans
These follow how hard the app works, not who uses it. They suit light apps with many users. Heavy workflows can make the bill jump, so estimate a busy month.
Edition licences
You pay for a package that sets limits on users and apps. Once you know your numbers, the cost is fixed. The risk is outgrowing the edition.
Self hosted open source
Licences cost nothing. One review put a basic server at about $42 a month. Add upgrades, backups and the hours someone spends running it.
How KodeFlex fits
KodeFlex is an app builder for internal tools like approvals, trackers and admin screens. See the KodeFlex product page. It's licensed by edition, not per user, and you can choose a lifetime or annual licence.

Prices come from the KodeFlex pricing page and can change. Our low-code pricing guide explains the other models in more depth, and the internal tool builder guide covers what to look for in the tool itself.
Where KodeFlex does not fit
KodeFlex isn't for customer facing products, consumer apps or software that is itself your product. The public pages also don't list connectors or integrations, so ask about the ones you need in a demo.
Questions to ask any vendor
-
What is the cap? Users, apps, records or workload.
-
What happens at the cap? Does the tool stop, or does the bill rise?
-
Is there a step up? Find any jump like the 99 to 100 user cliff.
-
What does year three cost? Include support and updates.
-
Can I export my apps and data? Test it before you commit.
A worked example
This is an illustration, not a case study. A company of 120 wants three internal apps for leave, purchasing and asset tracking.
-
Per user. At $20 per user per month on Power Apps Premium, 120 people cost $2,400 a month, or $28,800 a year.
-
By edition. KodeFlex Professional covers 120 users and 50 apps for $2,499 once on the lifetime licence.
The products differ, and the sums leave out build time. But the gap tells you why the pricing model deserves as much attention as the feature list.
Common mistakes
-
Treating no per user as no limits. Every plan caps something.
-
Counting only builders. Viewers and approvers often count too.
-
Ignoring year three. Support and renewals show up later.
-
Forgetting your growth. Price the team you'll have next year.
Checklist before you choose

Frequently asked questions
Is there an internal app builder with no per-user pricing?
Yes. KodeFlex is licensed by edition. ToolJet charges per builder. Bubble prices by workload. Each swaps the per user charge for another limit.
What is per builder pricing?
You pay for each person who builds or edits apps. People who only use the apps are included, usually up to a cap.
Is a lifetime licence cheaper than a subscription?
Often over several years, since you pay once. Check what support and updates cost after the first period. See our low-code pricing guide for more.
Are self hosted tools really free?
The licence can be free. You still pay for servers, upgrades and admin time.
How much does KodeFlex cost?
Lifetime licences cost $1,499 for Team, $2,499 for Professional and $3,199 for Enterprise. Annual licences cost $3,699, $5,199 and $5,899. See KodeFlex pricing.
